that character is Konoha from Arcana Heart 
she can use Her scarf that would make any shinobi jealous kinda like Mario from Super Mario World 3 (y'know the one for the SNES).
and she can hide under the ground with a little bamboo shoot to signify where she's at. if you do not like the first appearance take a look at this. go here if you dont have her
