Learn screenpacking first then, aka, learn how to edit screenpacks, fix up some icons, or find them.
After that there really isn't much else, you might want to learn a bit of coding to balance the characters in "your game." But it shouldn't be too hard.

| First learn about making a screenpack, then gather all naruto characters and add them in your mugen.
You can edit a screenpack also, in that case you will have to fix the icon and portraits of the characters.
If you want to make your own screenpack, you should start it by changing the pic in the main menu.
