Because Shisui uses Body Flicker jutsu same as Madara and Tobi.
Plus! Shisui uses Time Space Ninjutsu the same level as Tobi.
And it was hinted that Shisui had the power of Eternal Mangekyou and he wa renowned as
a very powerful Uchiha.
Plus, when Danzo had Shisui's eye Tobi badly wanted to steal Danzo's eye.
Good theory, now the mask man can be uchiha shisui or uchiha kagami!!!!!!!!!!!!!!
