Yep I think they are just copying the fighting system from ORC. It's turning more into an action game then in a survival-horror one. When a Ninja falls, another one rises!
Resident Evil has been an action-horror series since RE4. It's nothing new.

Yeah, no. I was never low on ammo in either RE4 or 5, unless you're shit at the game and can't aim for shit, you'll always have plenty of ammo. Finding room in your inventory to store it all was more challenging than actually conserving ammo. They redesigned the shooting system that made it more action-orientated, and the games were not scary. None of the enemies in either game posed a real significant threat, most of the enemies could be out-run, meaning that you could always evade their attacks. Because of this, you never felt in true danger, you never felt like you were legitimately trying to survive. You felt stronger than these enemies (besides bosses, and even they were easy), a feeling which should not be present in true survival horror games. Survival horrors often de-emphasise combat, neither RE4 or 5 do this.
So yes, Resident Evil first transitioned from survival horror to action horror with RE4.
When I first started playing RE4 I was thrilled, bad at aiming and out of ammo since the first mission. It was hard and that's how it was supposed to be. Luckily, I wasn't as experienced as you are. It really game me the feeling of a real survival horror and it was a real challenge for me.
