Common1.cns is the common file for codes. common.snd is the common sound file.

EDIT: the one you're looking for is common1.cns

If you want to edit the common1, you can copy paste it out of the mugen docs folder, and put it in with the rest of your character files. In the .def just make sure you clarify its name, as you would any other mugen file. Other then that, the only reason to need to look at it is to possibly reference a state you may want to put p2 in for a custom state.
