Actually it seems like an NZC killerbee.
NVM the spoiler i think i figured it out. Yeah you might not want to make the eight tails form invincible maybe just some more defense but still great char

sprite 9000,0's pallete is messed up
infinite pirority on almost all attacks
I notices you only have one pallete you might want to try placeing all sprites that don't share pallete in the back
might want to try adding a command list next time
other than that it is a fairly decent character
