So we can keep track of everyone & if anyone breaks the rules.

What about the rep? The higher the rep should be what matters I guess.
Maybe we can use rep as an excuse to give exclusive chars. Posts can be attained by spamming, while rep is a different thing.

- has made one or two contents for MUGEN (either chars, stages, add-ons, AI patches, etc.)

So in short, chars not in the database yet?
Useful post is, posting something which is relevant to the current situation
Bad = in the chars or stages section, someone posts: "Nice char!!", "Wow!", "Oh cool!! I never seen this char!!"
Good = in the chars section as well, someone posts good feedback on a char. Quote (MGSSJ2)

my only suggestion would be: maybe we could offer a +2 for those who submit original characters (good ones, not the half ass, put together with glue, crap characters, but the ones that you can tell they really put a lot of thought into.), stages (again, good ones), and add-ons.

IMO, even though he/she makes an original char & all, still only +1, but that is only given by one member. Lets say 2-3 members like that char, then he'll get +2 to +3.
If we gave him/her each a +2, he/she would have +4 to +6 which is too much IMO.
