Jin thats the naruto from naruto hurricane mugen. it's easy to find, if you can't find the chracter alone just download naruto hurricane mugen and take the character from it.
There is a movelist on the char. Also they are Down+button, Down+foward+Button or Down+Back+Button. Is not that hard... Also, on most mugen:
Change configuration if you want it another way
