| the "masked man" tobi he's talking about is the tobi from when he fought with the 4th hokage, I HIGHLY doubt there's one created atm, and if there is he has to be private and super sucky for the time being.

| I've got one with the flame-patterned mask and the hooded cloak. The downside of the character is that it doesn't have the technique where he runs through the enemy with chains behind him or a summoning of the Nine Tails. But it's pretty good other than that.
Too lazy to find the original link so I uploaded it on 4shared. I think it's made by Darkest5 and Fxxdark according to Fighter Factory.

Wait, scratch that. On fighter factory there are Nine-Tails Sprites so I'm guessing there is an attack with the Kyuubi. If not, then have fun editing

Ok so I tried him out. He DOES have a Nine tails summon but it is overpowered (You can LITERALLY keep it actuvated until chakra runs out) He does have chains but he has a similar attack with a sword instead of chains, and he has a ONE HIT KO attack Other than that I will send it to my friend see if he can adjust it thank you
