It looks like Kung Fu Man's, but it isn't. This particular version of Room of Marionettes was made by baddarkness (whose site is down due to Infoseek's shutdown ). I've been looking everywhere for it, and you guys seem to collectively have a lot of stuff! This particular stage changes from dusk to evening between rounds, and the giant baby in the background is completely animated. His eyes roll into the back of his head and everything. It's awesome.
