I'm looking for a good Boss character for my copy of Mugen.

Right now, the final boss I have is God Rugal, but he's way too powerful for my character roster. Can anyone recommend a good character to fulfill this requirement?

Which God Rugal are you using? If its the one by @ndroide then thats too powerful.
You could start with Shin Akuma by Pots or Gill_MX by Fido.

I reccommend Master Lue or Hel'Lauren

Both powerfull characters, but are fun to use and are defeatable.
Or maybe Angel Ken, Heaven Iori, or Shin Ryu.
