Can someone help me understand why this file wont open?

| I'll probably be a noob or really stupid for asking this, but I don't know where the rules are. Sorry:|.I downloaded TK sasuke. Extracted the .rar file, and open the folder. Whenever I try to open TK sasuke, http://mugencharacters.ucoz.com/load/ts_sasuke_v4_by_mgssj2/17-1-0-2250 nothing pops up. I try to open the .act file with some programs but they don't work. I have adobe air and I try opening the air file and it says the file is damage. Whats going on? 
Is there a sprite sheet of TK Sasuke? Do you have to download a program to open the file? If you don't want to answer my question, then can some atleast give me the sheet?

| bro i you wanna sprites used in that sasuke you can use fighter factory to see all the sprites
there is the link to it present in the character request and sharing thread you can also get it by googling it

| mugen characters can be modified-opened with fighter factory, wander in the mugen beginners section to find more about it
