| You see, this is why rules that force people to be civil are not effective.
People are always going to dislike other people. People are always going to flame or insult other people. Trying to force people to like each other doesn't work.
People believe that you're a bad moderator, that you abuse your powers and enforce rules when it pleases you. Yet, when they criticise you, you always fall back on the "don't insult Moderators" rule (which shouldn't be a rule in the first place). In reality, you're actually breaking rule 18. The criticism might be harsh, but it's still criticism.
How about, and stay with me here, you just try being a better Moderator instead of banning people left and right.
It would help if the rules were coherent and well thought-out.

I was one of the mods who approved Sou-bot for being a moderator. He did nothing of ill-refute at the time or before hand so I approved him thinking that nothing would bad would happen.
