I can freely change someone's group at Sweet's Place without touching the control panel, so yeah.
Also, Every time I talk to buy about something that needs to be changed in the forum, he has to talk to the other Admins about it, he can't just do it, thus why I suspect that he doesn't have access to the control panel, just having the title of administrator.
As for the Owner thing, I can't say anything at all because I really don't know.
