um well Sephiroth has quite alot of stuff alredy like i said reference him in kingdom hearts 2 and dissidia he has plenty to offer cloud would better benefit with the materia from the game. I mean you can give sephy like thunder fire and ice since he had those in the flashback. then theres the meteors he can call from the sky. I would say sin harvest but that is just plain cheap as hell. theres those shadow dark energy ball things he summons around you hurt. Fire Pillars ect.
To me sephiroth has quite a bit going for him alredy cloud just has a big ass sword and some limit breaks, I might reccomend referencing Seanaltlys Squall on how he did magic it was pretty balanced.

Sorry I haven't been able to work on the chars in the last days, real life didn't let me to and I'm replaying FF7 again so I get more inspiration to code these guys... I'll keep up with Sephi while Matt works with Cloud's sprites.

I checked all the games where he has been (Crisis Core, Dissidia, 012, Ehrgeiz), and got a list of attacks to use. Yet again that remains slighty unbalanced from the whole list of Cloud's skills. Maybe adding some Jenova skills to him would work?

Algo como el Sasuke, nomas que no tan fuerte... Tampoco van a tener tantos ataques con las espadas, van a poder encadenar mas o menos bien los combos pero se concentra mas en la magia y en los ataques especiales... y la AI como salga xD

Well I already have my way fixed, I'll probably work in a remake of Link, together with a Ganondorf, then I'll return to the SSBMGSSJ2P while I help some people with their games...
