He hasn't done most of the stuff you've made as attacks..
I don't remember him throwing any shurikens, or any Katon attacks. He never summoned zetsus, or used Mangekyou\Izanagi
So not really understanding your logic.

| uh tobi did izanagi against konan. zetsus he did in a sense do just not as a normal attack. tobi also does fire atacks play ninja storm games. plus hes an uchiha we think so he would have fire. shurikens is just a basic ninja thing.

He did izanagi? Well my bad i forgot about that fight. He said he was going by the manga not video games so him using fire attacks in storm doesn't count.
If we are using common sense then it would be understandable to think that he could use any of the same attacks that pain\nagato did since he has the rinnegan.
