Alright, its a good character, it really is.

Good: Very nice sprites, its a nice change instead of looking at KM-M Killerbee. He has a pretty nice movelist, and the combos he does before his transformation is awesome. I like that you implemented that chidori like attack, I remember using it in Naruto Ultimate Ninja Storm 2.

Bad: Some of his moves don't always hit. For his Combo A and Combo B, his kicks usually will not hit the opponent. When I press Down + Z (His transformation to the kyuubi form) The attack he does before it won't hit ALL the characters because there sprites just disappear. I'm not sure if this is your problem, or the enemys problem. Also this is probably because I'm using Winmugen, but on the select screen his small portrait is all purple.

AI: His AI on Difficulty 8 is not very good. He'll either throw kunais, stand still, or attack the opponent once they get into range.

The characters not bad, but I still think the KM teams is better.

this statement has been tested and proven tru i think that before you release him you shoulda tested him on some one elses chare but is pretty good tho just when hits are missed it will get annoying

Kunai can be spammed

pretty dumb idea to have him do a mini super kind of thing and it misses in the corner due to pushback.

MASSIVE DEBUG FLOOD Press CTRL+D to see it

hitboxes need work on the transformation it misses if you are to close to the opponent.

clsns need alot of work lots of infinite priority needing to be fixed.

alot more needs fixed but lets see this stuff fixed first.

this is beacause the opponent char don't have dizzy anim

Not bad, although instead of just transforming into the 8-tails maybe you could incorporate his ability to do partial transformations into his movelist.

this was the first idea but i didn't find sprites

its really not hard to fix that actually, turn off pushback for the attack it prevents you from being pushed back during the hitdef.
