i have that problem too, when im trying to fight someone specific, i just use another mugen with just the char i want to use and the one i want to fight and play arcade mode
usually i just remove morrigan and lilith from section 9 of arcade and put there the char i wanna fight then mod the select fight to battle only with the guy on level 9
(yes on level 9 i have only morrigan and lilith)
