No, at least not to my knowledge.

You mean to make mugen characters? You would use Fighter Factory.

And these tutorials i found to be helpful, follow them, and you should be able to make a working character, if you run into any more problems, ask and i'll try to help you.

guess this is why MUGEN's more famous than FF-2D.
allow me to explain.
FF(fighter factory)=mugen
FF-2D(fighter maker 2D)=making your own fighting game.

| well if that 2D fighter maker can open/edit/make the files mugen chars have (air, cns, sff, cmd, etc) then it can be done
