fighter factory is rally easy, but is hard (to me) to begin a char from scratch.
look the code of other chars and you learn (that's what i did).

1-You have to learn mugen progamming language.
2-Find a sprite pack ( the images of the char you want to create )
3-Code the moves.

The program used is usually fighter factory
