  It said in the alternate download that " we can't find the 3tail.rar". Even though I tried some different ways like refreshing, or empty the temp dir.....

  yes i have , you just have to try it again... i have the same problem by downloading some naruto charackters. for 3rdhokage i need over 20 trys but normaly it works after 2-3 trys
