its not the chidori, it flame claw, inozuka kisuke was a fan created char in a fan created naruto manga spinoff, he's supposed to be related to kiba, and he does use an animal, a wolf to be exact, and the reason ur not seeing the dog is because they "soul fused" which supposedly gives him wolf like traits and is permanent, and to top it all off, much like how naruto is able to speak with the kyubi inside him, kisuke communicates with the wolf inside him
